WASHI TAPE
Good news! You may use Washi tape to your heart's content, provided your project adheres to the 3-2-1 Recipe.

There are various ways to use Washi tape, and it is available in several sizes and many patterns, colors, and designs.

Simple Striped Backgrounds  Pick several coordinating washi tapes. Apply them in straight, parallel lines (vertically, horizontally, or diagonally) across your cardstock panel. And/or Mix narrow and wide tapes for more visual interest.  OR, run through an embossing machine for a textured background.  
OR Tear pieces of washi tape and layer them randomly for a rustic or distressed look.

OR, Use a similar background panel as above for cutting out dies or sentiments. 

OR, If you don't have washi tape, you can use scraps of patterned papers or colored cardstock and die-cut or cut strips to use like washi tape. And some design papers have a 1/2" Zip Strip across the top of patterned paper that could also be used.
